Minutes of the Creal Springs City Council Meeting (Approved)

January 14, 2010

The regular scheduled monthly City Council meeting for the City of Creal Springs was  called to order by Mayor Joyce Rich at 7:00 pm.

ROLL CALL OF OFFICERS

Tom Colboth - Not Present     

Don Wiseman - Present    

Mary Sullivan - Present  

Karen Horn - Not Present

Judy Pearce - Present

Motion was made to approve the previous minutes by Don Wiseman and seconded by Glen Felts with all members present voting yes.

Motion was made to approve the Treasurer Report by Don Wiseman and seconded by Mary Sullivan with all members present voting yes.

Mary Sullivan asked why the flowers were not purchased by the Cemetery Board.  Mayor Rich she ordered live flowers for Karen Horn's brother and Ann Brown doesn't sell live flowers.  Mary said she can get  them and it would benefit the cemetery.

Motion was made to approve the bill list by Mary Sullivan and seconded by Glen Felts with all members voting yes.

Mayor Rich opened the floor to the public.

Katy Sullivan addressed the board about the utility bill at the laundromat.  She doesn't have a lot of business so the bill should not be that high.  She stated she was told that the meter has been read wrong and is now being read right.  Nancy stated that the boys read two numbers and give them both to her. They spoke with a man from Ridgway and he explained how to read the meter.  She said there are four numbers being read and it should be 6.   Glen asked who showed Jarret how to read the meter.  Jarret said USDI has explained it to him.  Glen asked if he showed him.  Jarret said it is pretty simple to read the top number.  Glen said that they need to have someone come show everyone how to read these meters.  Judy asked  what the difference was between the laundrymat meter and the restaurant.  Jarret said they have differrent meters.  Jarret said USDI is too expensive to have them come down and check the meter.  Judy said the meters need to be read right and if that's what it takes, then they need to come down.  Jerry Lenon asked the board to reread his meter.  Mayor Rich said she would have Jarret reread it.

Katy also handed out papers on the school lawsuit issues.  She asked the people to help support the ne school.  Glen said he spoke with Dr. Hudgens and he thought they were having a hard time getting all the signatures for the petitions.

Cemetery

Katy Sullivan stated they had a funeral and made around $400.00.

Recreation

Mildred Anderson asked about the Lake of Egypt Road.  She was worried about people speeding with the kids on that road.

Streets

Glen said the boys did a good job cleaning the snow off them.  He also gave a list of street lights out to the mayor.  He asked about the ice on Rt 166 at the top of the hill going west toward Marion.  He asked if it was a water leak.  Mayor Rich said she thought it was a springs and been there for years.  Glen asked the boys to check for chlorine.  Jarret said there is no water line over there but he could check.  Glen asked if the city would be liable since it was inside city limits.  Mayor Rich said she would check with the state.

Utilites

Jarret said they put in a new gas line on Union/Logan Street.  They are also changing a hydrant on Keely/Otrich Street.

Finance

Mayor Rich said the CPA suggested an alderman look at the books before the meetings.  She said that Mary would not be on the finance committee with Tom.  She explained that Tom is working but if someone else wanted to look they ould.

Police

Phil Jeralds did not attend he was at another meeting.

Old Business

Mayor Rich gave an update on the school sewer funding.  She said she was going to meet with LeAnn to sign the documents and lock in the interest at 2 1/2%.

Mayor Rich gave an update on the water tower.  She said they are still working on the ownership of the ground.  She said the Bank of Marion has the money ready for when the City will need it.

New Business

She stated that in 2010 the Freedom of Information Act guidelines changed.  They need an officer.  She is doing it for now unless someone else would like to do it.  She said that before you had 7 days to give the information and now it's 5 days.  Also you can not charge for copies that are less than 50 pages.  She gave copies to the board on the new changes. 

Jerry Lenon commented that the new roads was cleaned off very well from the snow and wanted to thank the boys.  He also said he didn't need his meter reread.

She said they need to appoint someone to be the FOIA Officer position.

Motion was made by to appoint Mayor Rich as the officer of FOIA by Glen Felts and seconded by Don Wiseman with all members present voting yes.

Motion was made to go into Executive Session by Mary Sullivan and seconded by Don Wiseman with all members present voting yes at 7:38 pm.

Meeting was reconvened at 8:20.
